I have the honour to refer to my

Secret despatch of the 9th of August in

which I indicated my intention to address

you further in regard to the question of

witholding travelling facilities from

Haji Muhammad Hassan Nemazee.

I have to explain that it was

represented to me at that time that the

fact that Nemazee is a British Subject and

that the branches of the firm in Persia,

Macao, Shanghai and Bombay were engaged

in carrying on an illicit trade in opium

had already become embarrassing to the

British Representatives at Geneva, and that

there did not appear to be any grounds

for withdrawing the instructions which

were conveyed to your predecessor in Mr.

Thomas' secret despatches of the 19th of

June
